Editing PVP Changes

Here is a list of changes that affect both PVP and PVE gameplay on Minto.xyz.

== Cooldowns ==

Certain items now have cooldowns before use:

* ~~0 → 8 second draw cooldown on end crystals~~, now 15 second placing cooldown.
* ~~0 → 4 second draw cooldown on TNT minecarts~~, now 8 second placing cooldown.
* ~~0 → 2 second draw cooldown on cobwebs~~, now 12 second placement cooldown if in combat.
* 10 second cooldown between uses of enderpearls.

== Minor Changes ==

* 🛏️ Bed bombing is no longer viable in The Nether or The End dimensions.

* ⚗️ Potion velocity has been slightly increased to guarantee potions register faster.

* 🩺 Health packets have been spoofed.
